Do not sand, scrape, or disturb painted surfaces in older buildings without testing first

Disturbing lead-based paint through sanding, cutting, or demolition generates hazardous dust and debris that can contaminate a property and pose serious health risks — especially to children and pregnant women. Always have painted surfaces assessed by a certified professional before beginning any renovation or demolition work.

Introduction

Why lead-based paint
testing matters

Lead-based paint was commonly used in residential and commercial buildings in the United States until it was banned for residential use in 1978. Millions of properties across California still contain lead-based paint, and when it deteriorates or is disturbed, it creates a serious health hazard.

Lead is a potent neurotoxin. Exposure — particularly in children under six — can cause irreversible developmental damage, learning disabilities, and behavioral problems. In adults, lead exposure is linked to cardiovascular disease, kidney damage, and reproductive harm. There is no safe level of lead exposure.

At Ecoscope Environmental, our certified professionals conduct thorough lead-based paint surveys using accredited sampling and laboratory analysis methods to identify lead hazards and provide clear, actionable guidance.

Federal law under the EPA's RRP Rule (40 CFR Part 745) requires that renovation, repair, and painting work in pre-1978 housing and child-occupied facilities be performed by EPA-certified renovators using lead-safe work practices — which begins with knowing where lead is present.

Pre-1978 Buildings Homes and buildings built before 1978 may contain lead-based paint — the older the building, the higher the likelihood
Children Most at Risk Children under 6 are especially vulnerable — lead dust ingested from deteriorating paint or renovation debris can cause permanent neurological damage
Legally Required EPA RRP Rule and Cal/OSHA require assessment and lead-safe practices for renovation work in pre-1978 residential and child-occupied buildings
Fast Turnaround Survey reports typically delivered within 3–5 business days following site inspection and laboratory analysis
Types of surveys

Lead Paint Inspection

A surface-by-surface investigation that determines the presence or absence of lead-based paint on all painted components throughout a property. Provides a complete picture of where lead-based paint exists, regardless of condition — essential for due diligence and disclosure obligations.

Full Property

Lead Hazard Risk Assessment

An on-site investigation to identify lead-based paint hazards — including deteriorated paint, lead dust, and lead-contaminated soil — and determine the severity of those hazards. The report provides specific recommended remediation actions to eliminate or control each identified hazard.

Hazard Identification

Pre-Renovation Survey

Targeted assessment of specific components or areas affected by a planned renovation scope. Identifies whether lead-based paint is present in the work area so that contractors can implement the correct lead-safe work practices and comply with the EPA RRP Rule and Cal/OSHA requirements.

Renovation Compliance

Real Estate & Due Diligence Survey

Conducted for buyers, sellers, lenders, and property managers to document the presence, location, and condition of lead-based paint prior to acquisition, financing, or leasing. Supports seller disclosure obligations and protects all parties in a transaction.

Transactions

Clearance Examination

Post-abatement or post-renovation clearance testing to confirm that lead dust and debris have been properly cleaned up and that the property is safe for reoccupancy. Includes dust wipe sampling submitted to an accredited laboratory for analysis.

Post-Abatement

Commercial & Multi-Family Survey

Comprehensive lead-based paint assessments for apartment buildings, commercial properties, schools, and child-occupied facilities. Includes component-by-component sampling, condition assessment, and a management plan to guide ongoing maintenance and future renovation work.
